UNCERTAINTY [HFCL TUTORIAL: INFORMATION]
Uncertainty is a measure of the inability to predict. In a situation where prediction is in effect a guess, uncertainty is complete. In a situation where prediction is completely accurate, uncertainty is absent.
Processes which reduce uncertainty are called "informative."
