Once everyone always passes on the right, and once everyone knows to yield the right of way at intersections and so on, the collection of habits becomes institutionalized as "the rules of the road."

A line is painted on the road to remind everyone of this, and children are taught about it at home and in school. As various institutional roles develop, some people are given the job of policing the rules, others are given the job of making the signs and painting the lines, and so on. In this way the institution becomes a normal part of everyday life.
